I tried pretty hard. It looks like a train station and my guess would be from 1960-1970 for its construction. The building behind it looks like that typical 60s style architecture. I see dragons in the motif and the position of the human with tilted back head resembles Aztec art, to me. It's found in a Mexican restaurant and the print looks old. I concur about the 68 Mexico City Olympics but I can't find a thing on it. You'd think it would get a hit in seconds through Google. I'm guessing the dragon is a flying serpent, Quetzalcoatl. What I thought was another dragon figure on the left side of the "terminal/building" is an emaciated man laying on his side with feet drawn up slightly behind him.
