That's an attempt to fix something that isn't broken. The owner's probably a Les Paul convert who missed twiddling knobs.
Complete waste of two perfectly innocent knobs......OH!.....the humanity!!!!!!
The control plate melted, and spread across the top? Not sure where the extra knobs came from.
I’ve heard a story about Springsteen’s tele at one point had two output jacks - that session work paid per ‘track’ so when using that guitar they were able to get paid twice as much. Could be that’s a similar deal, and each output has its own vol/tone?

I think it's a cool looking modified Tele.
Not doubting the guitar part, but I find it very difficult to believe anyone ever though Bruce was a good enough guitarist to do session work.
Actually, Bruce’s Esquire had been modified with four pickups and four outputs, because in the musicians union, the player was paid per track...four lines out/four tracks.
