Finally recapped the amp. I put the new caps into the old cardboard cap covers. I did all the B+ and cathode caps. F&T stock values for B+, S&A for Cathode. Up'd the cathode to 50V rating. Same capacitance tho. Here is how I did it. Last pic is amp with new caps. Cant hardly tell. Was really easy to just push the original caps right out of the cardboard covers. I bought a $1 sheet of thin foam and cut out some circles for the ends. Super easy.

Comments from you guys is much appreciated. For some reason I feel like I need to preserve this specimen respectfully, so it feels good to hear supporting comments.

I de-soldered and removed the death cap. An old yellow Astron .05uF at 600V. Why is it that the darn death cap is never a value that you could use in the pre-amp section? Sure would have been awesome if it was the same value as a tone coupling cap. I'd have an authentic spare!

Measuring all the resistors now. A couple of comments:

The two 68K resistors, (what are they grid stoppers?) I assume they are wired up in parallel? There are 2 off each pair of inputs, mic and instrument. Each one measures in at 38K. 2 qty at 38k in parallel totals 72K average. So they are fine? I assume so.

The two 1500 ohm resistors on the 6V6 pins 5&6 are cooked rock hard and I get no reading. These are done. Every other resistor is easily within 7% of spec on schematic. Good news there. I will install new grid resistors are.

Another question. The two volume pots. Are they also wired in parallel? I think so. Each one is supposed to be 1 meg. I get .606 M from each. So lets assume two in parallel equals 1.2 M each, as an average. Sounds about right to me. No?
Tone pot, is not in series I assume, as it measures in at 1.36 M.

Am I on the right track here? Thx.

I need to check back into this thread and say Holy Crap! Finally for the first time, I took this 5E3 to band rehearsal tonight and rocked it out. 4 pc band with acoustic drummer who does not play quietly. Bass player plays a vintage tube Ampeg 100W V4-B. Other guitarist play a EVH 5150 100W head and 2x12 cab. We are not quiet. The 5E3 with its original speaker was amazing. i never got the chance to crank it past 3. I used a Fulltone Fulldrive II and an MXR 6 band EQ to boost for solos as needed. Holy crap what an amazing little amp! It still has the original speaker in it. It cut though no problem. I gotta tell ya, I like reverb and vibrato on BF and SF amps. I am sort of a reverb addict. The 5E3 needs no reverb. Why the heck is that anyway? It sounds so great without it. The amp is amazing. I, as well as all the other band members were very impressed. For classic rock and blues that we were playing, the amp is perfect. Who could ever guess that a 12W 1x12 could do so much, so well?

Keith, next time try this just for grins? Play straight into the amp....your guitar needs either a good treble bypass circuit on an audio taper pot or a linear taper volume pot for this. Turn the amp up to somewhere beyond 6 on the volume in the Bright channel. Set the 'off' channel to 6-8 on the dial. Tone to what works for the guitar. Control the guitar output with either/or/and pick/volume pot. Everything is there from big lively cleans to thick creamy overdrive.
I am not saying this approach is what you want to use at all times...if ever. It is simply a great exercise and a revelation of the true nature of just the guitar and the amp.

If the 1K5 grid stoppers are not giving you a reading, the amp wouldn't work. The signal from the phase inverter passes through them.

Try cleaning off the leads and measuring again.
Replace with NOS Allen Bradley 1K5's if necessary.

BTW, you are a lucky dog! Great freaking amp!!

I'm adding to this thread because I also purchased a amp from Canada
a Pepco Regal amp and on the back panel there's the same white strip
for heat and I think it's asbestos, What should I do with it leave it or remove
and put metal tape on it for the heat?

If you don't touch or disturb it, causing fibres to go airborne, it'll be fine. Just be careful removing or installing the rear panel so as not to disturb the asbestos. Once screwed in place, I have no concerns. I left mine alone, in place.
