So what holds the pedals in place? Friction from the little doodads?
It’s a bolt and bracket system. The side of the bracket pressing against the pedal is rubber coated, and also not at 90degs, more like 85deg or so. So a combination of rubber (compressed) and pressure. It’s withstood fairly heavy use, and none of the pedals have ever moved, so it’s pretty secure :)

Velcro is OK for light pedals on a board that isn't getting moved seriously from one gig or session to the next. But I long ago got sick of having a pedal or two break free and bang around in the case, and for most of them to be a little wiggly when what I want is to not even have to think about the solidity of my setup. I now use zip ties , generally 2 per pedal, and it's rock solid. Velcro, even the super stuff, is kind of a joke -- an industrial product meant to offer secure but non-permanent mounting. IMO, it goes about 80% of the way towards that goal. That's just not good enough.

Where are you getting this fastener that can't be removed? I can't get them to stay stuck to powder coating if the board is in a bag on its side.

I feel the same about Velcro leaving residue on the bottom of my pedals. I've been using Aclam pedalboards (very similar to what @Cyberi4n posted) for years, but they are a bit on the pricey side. I've also seen where some put painters tape on the bottoms of their pedals and attach the Velcro to that. I might have tried that first if I'd thought to try it.

I have 5 pedalboards (1 homemade) - no Velcro. Don't need it. No use for it.
I bypass pedals on eBay that are covered in Velcro.
The Devil holds up his pants with Velcro!!! 👿
