Strange place for a lock

We recently had a he’s line run to our house. The project in not yet completed and I can understand putting a lock on the valve and a warning tag about the danger of opening the valve but after looking at it I’m confused. The valve that is locked has no possibility of releasing gas because the meter was never installed. There is another valve right above ground level that will control gas flow but somehow that one has no lock. In theory a guy could connect without the meter, open the valve and get free gas ,at least until getting caught.

The first one is the primary shutoff on the left. The second one will not apply until they install the second meter. Is this a duplex?

Yeah, that’s not good. Looks like someone followed the instructions without understanding the instructions… it may be that the service line isn’t tapped into the distribution line, and the valve needs to remain openable for the engineering team to be able to vent the line when they tap it in. I wouldn’t go playing with that other valve til the gas company have come in and installed the meter, though, just in case.

Yeah, they placed the lock on the wrong cutoff.

Look here; there are two cutoffs. One is on the gas co. side before the regulator, and the other is ont eh customer side.

No , we will be converting our existing propane fireplace to natural gas and probably connecting to a gas grill .

Yeah I get that . Just don’t know what a lock on a dead pipe will do.

I like seeing locks like this!

It reminds me of when dept of licensing contacted my late father with a stern collection letter about a bridge toll on a car he'd sold 15 or 20 years ago.
When sensible negotiating was clearly going nowhere, I finally said, "okay, you win - suspend his driving privileges... as representative for his estate, I'm looking forward to sharing your correspondence w/ the probate commissioner."

That is the result of a Lawsuit they Lost.
The Lock and, Tag can't be removed until After the work has been Inspected and, Passed.

It protects the Gas Company from Liability for "Creating a Hazard".

The Lock and, Tag can't be removed until After the work has been Inspected and, Passed.

It protects the Gas Company from Liability for "Creating a Hazard".
I suppose but at this point it’s more of a feel good solution. In the future when the work is completed the lock will actually do something it just looks odd on a dead pipe.
