You add the extension here:

Auto replay videos with ONE-CLICK, able to customise features such as AUTO LOOP toggle, setting loop counts and loop portion.chrome.google.com
Then when you're on a YouTube video you get an extra Loop button where you can select the section to loop.
You can use the built-in Playback Speed setting already available in YouTube to set the speed.
It works pretty well, is built-in and free. Not bad.

Yeah, I hope he's making some progress and having fun.
It's not the best quality for slow speeds, and only gives 0.5x, 0.75x, 1x. But the looping works well, and 0.75x is pretty good for a lot of stuff. But, sure is convenient.
I use "Anytune" on my Mac.

You tube lets you slow down any video without changing pitch. Your son can probably find a lot of songs he likes on you tube.

I played around with this web based one today, and it looks pretty good. Upload a song from your PC (mac, etc.), adjust pitch/speed, set start/stop points for loops if desired. Looks like you can even save the slowed down loops. Oh...and it is FREE.
