It's a zebra, but sometimes the switches in these amps can leak AC or DC to the chassis. If a grounded AC cord doesn't fix it, two things to check are the power and standby switches.

Just install the 3 wire cord and ground the green to a Power Transformer stud. BUT, wire it like this: (also: WTF is that tan colored lamp cord in there? in your picture?)

This lamp wire is weird, what does it power? Something in the cab? That's likely your problem.

The electrolytics that we see are original. This as well as that cobbled in lamp cord indicates that it is way past time for this amp to be in the hands of good tech.Is the death cap still there?

Didn't really look at anything in this thread when I commented on the advantage of a proper grounded cord.
Looking at the photos now I see the rigged in "lamp cord" apparently powers the fan someone hacked in. You can see it's shadow in one of the shots with the chassis still in the head.
That kind of ham fisted work could be a sign of other ham fisted work. Like Wally said a good tech might be the best idea.

Maybe that's power for the fan?
