If it's 1982 - and I've no reason to disbelieve that - it's the Eurythmics. And it might be a shot by Geoff Attwood, although I'm much less sure of that.
I’m pretty sure that’s original Mule drummer Matt Abts.
From a distance, the ink and blonde mane might make him resemble Gregg Allman.
I saw him in that marathon. Looking utterly exhausted somewhere near the end. I pointed him out to the guy I was with who shouted out 'Come on Joe Strummer!' He lifted his head and with a new burst of energy sprinted away to the finish.

Its not the Eueythmics. Here is a photo of the Tourists, Annie and Dave's previous band which broke up in 1980.
I can see how someone might make that connection, but the difference between what I've done and the very nicely done American Showster 'Chevy' guitar is that I never use a literal styling component from anything such as this guitar did in the form of a '57 Chevrolet body part. My stuff is deliberately vague in that regard, instead more likely to be reminiscent of automotive, sci-fi, or general industrial design fashions of the past, mostly falling into the 'Streamline' category, or at least I hope they are.
I don't know. The picture is taken from Rapport's instagram account. It's his caption. Maybe he doesn't know the name of the bands he shoots? You can DM him and tell him he's wrong.
I saw The Tourists at the Marquee club in 78 or 79. They were very good, I'd never heard of them before.
