From a practical wiring perspective, would you run the jumpers from the output tube cathode to B+2 and from the V1A cathode to B+3 under the board, or on top? I'm using traditional eyelet board and backing.

Two schools of thought. If you've built enough amps to be sure you can put and keep wires correctly on the backside and never need to lift the board, it can be prettier with them on the back. It might be cleaner looking and moderately goof-proof just to run that long run under the board and leave the output cathode connection explicit on top.

I'm no engineer, so I don't really understand why it would make much difference having the center tap there rather than just over to the chassis reference

Heh, this deserves an answer too. You're not alone -- at first or even second glance, most folks can't see how it can make a difference. Best explanation I know, and most expertise behind it, is Sec. 15.3 in Merlin, below. I didn't see it intuitively... but I heard it when I made the change. One of the few ground-scheme details I've actually found to quiet an amp.
