I see no beer, but judging from the used tractor oil container on the bottom, I would say a glass of used tractor oil.

My thought is that it is used by a crane to transport different items or materials up higher on the construction site.

Dang, I just had an egg nog with brandy, but that beer looks pretty darn yummy.

Why did you need to store milk when you were a kid?

I think questions like these are best answered by welders who are prone to tinkering with whatever they cross paths with. But I dont know many of those. Potentially a receptacle of some kind for waste or byproducts that could still have reasonable use; excess glass or fiberglass, metal, whatever.
I will say fiberglass isn't likely, as Owens-Corning shipped thier stuff in in marble form in boxes and used most of thier own byproducts and excess. But anything's possible I suppose.

The best answer is the simplest. It's clearly a beer stand.

I'm not sure why I bought it. I think I thought it was just a cool container 'cause it was insulated. Not sure what happened to it either. Mom or dad probably chucked it out.

If you knew somebody who was a welder, it would make a helluva BBQ pit.
