    To the OP:
Of course you realize that $2K is about average for a complete meter loop.

I see that you are in Houston so the Texas Department of Licensing and Regulation is the authority having jurisdiction there. TDLR.com

That first guy needs to be reported right away.
Lots of hacks do electrical work without a license and have a Master to pull permits for them.

There's actually nothing illegal about a licensed Journeyman doing business under the supervision of a hired master but even if this guy was actually licensed as a journeyman there is still a business ethics problem which the TDLR needs to be told about.

    Sorry for my rant.

The Pro could do it in a matter hours. Plus they would have their work Inspected and Passed the first time.
    The Joe, well....

The Pros have the Training and experience to work so fast, you would think Anybody could do it.

    Lesson learned.

Yeah, I wouldn't be too quick to blame her. If she's struggling financially and has health issues ta boot, I could understand why she might rely on the "friend of a friend's recommendation" and try to save $1,000. Unfortunately for all, it backfired.

Update. Electrician has been next door since 7:30 this morning. She is still hooked up to us for her refrigerator & Freezer. Think they have to call the utility company to come turn on the power, but I'm not sure if he is finished. At least she ended up with a city wide electrical company.

I'm sure this is going to cost a bunch. Thanks for the nice comments.

BTW - She isn't eating cat food, we give her leftovers. She had Ribs, mashed potatoes and corn last night.

Other than bumping up her service to x-amp, houses that old need grounds put
in most outlets. Price not bad if included.

I resemble this remark so much... when I do electric for some reason everything transforms into a smoke machine.
I usually call my father in law who is a retired electrician, he walks me through how to buy $50 worth of parts I don't need which he lays claim to later on. LOL

If you give people a chance, they will be stupid on you. Anything you can explain here is just a philosophy, not reality. Reality is a parallel world few live in.

I’m too poor to be cheap because you often pay once for the cheap job and then once to have it done right.
