Can anyone explain the Rick Turner guitar Lindsey plays? So many knobs and active? pickup etc?
I would like to try to copy its design, however I cannot find much in diagrams etc.

There's LOTS of videos on youtube about it. I picked one up (lifted it, not purchased) at a guitar show once.....weighed a TON!

I was semi-interested in building something like this years ago (pre-interner, pre-everything) and never could find anything about them.
I had it in my head that the pickup rotated, thus the circular mount.
Is that anywhere close to correct?

If you put a hot pickup in the middle position of a Strat, it sounds pretty much identical. In that video he talks about how "Stratty" the single coil mode sounds, that's not a coincidence, it's how the pickup is positioned.

As I understand it, it doesn't rotate, but rather tilts toward the neck or bridge in some twisted theory about using one pickup both as a bridge and/or neck pickup.

I have played a couple of them.. Rick Turner is a gifted dude... when he was getting going, IIRC he rented the apt above Linda Ronstadt's garage.... the challenge for linds was that he is/was a tele guy and liked the feel and clarity and definition and requirements that a tele has... but Mick wanted a beefier fuller les paul sound... on top of that Lindsey is an adventurer tone wise, so Rick built him something with an embarrassment of riches in terms of combinations and tones and tilts.... the two I have played were very different from each other... with movement on the pickups AND tilt and a phase switch/coil and volume and tone... and something else... I am going to drive for a bit I will think about this on the drive...

Note to self: must call Netflix with great new series idea. Guitarists in cars getting coffee. Each week Getbent gets a vintage car and picks up a guitarist, could be well known or obscure, and goes to a diner. They jam while waiting for coffee. First episode features Rick Turner and Lindsey Buckingham. Who wouldn't watch that?

Didn’t Rick get his start at Alembic in the SF Bay Area...those guitars had a lot of active ingredients too...
