Since you asked. It describes how they are cooked. Wet ribs when cooked are mopped with sauce multiple times and when served have a wet look and when picked up leave your fingers, and mouth with sauce on them. They are real messy. Dry ribs are given a dry rub of spices and are cooked slow and aren’t continually mopped with sauce. This is a general idea of the difference.
