409 works well, though I typically use automotive interior cleaner. For really tough grime, Simple Green also works well. Tolex is tough, which is why it’s used.

I'm not one to clean my amps tolex unless there was a good reason to. This would count ;)

Simple Green or 409, Windex, a plastic scrub brush and some expendable clean cotton rag are all you need.

Ive had good results with warm soapy water, elbow grease and Armorall new car vinyl spray.
The new car one has less gloss and just looks like new tolex. Not high gloss and greasy looking.

I've used all of the above and they all work ( my exception is I use a toothbrush to dig into the vynal tolex) at work we use a food safe lube used for cleaning displays that have the texture of tolex ,I use a bit on a rag and it makes the cabs look like new, removing biohazzard may take much more energy and a few passes of the cleaner.

FYI, if using Windex or Glass Cleaner only use types without ammonia.

I use Windex as a final step, to remove soapy residue.
I’ve used it for decades, with no negative results.

My final step, for appearance and protection, is to spray on tire protection.

Tire protection will ruin the tolex!

DON'T use Armor All or any other silicone "protectant" on it - even the cleaner version. The silicone and other materials damage the surfactants that keep tolex flexible. It turns brittle and also leaves white deposts that can't be removed - just treated with more silicone.

AND DO NOT USE ANY AMMONIA PRODUCTS - WINDEX AND OTHERS - on any amp with aluminum parts. Even light overspray causes damage over time, even if you wipe it off right away.

Ammonia reacts with aluminum and causes pitting and contamination lines. most of the screwed up BF & SF control panels you see have been cleaned multiple times with Windex-like products.

Don't use this stuff on your car either, or anything you care about for that matter.

Krud Kutter (Lowes product) Is pretty amazing stuff, and safe for plastics.
