    I'm looking at a 5E5-A schematic and there's something that I don't get... hopefully someone can explain.

    The power supply goes like so... Rectifier => 16 µF => Choke => 16 µF/Screens/OT Center Tap => 10k Ω => Onward & Upward.

    To me this looks like the screens will have higher voltage than the plates? Is my thought process on this correct? And if so, is that normal?

    Yep, it's fine. Screen current is really low at idle, even if they're sitting a bit above the plates. Plenty of hi-fi amps of the time were doing that -- I'm looking at a couple example circuits in the RCA Receiving Tube Manual right now. :)
