5E3 Build - Differing plate voltages (2nd post w/updated information)

I first apologize for the duplicate post, however its clear I didn't include all the available/necessary info to elicit the best assistance. I also admittedly have a huge case of the latest variant...and I'm not on my best game processing information correctly and/or following suggestions lol. That said, I hope to get some personal latitude from everyone & gather insight on the following:

1. New 5E3 build; Lenco OT. Wired same as always; Red to Rectifier pin 8, Blue to V4 pin 3, Brown to V3 pin (Black/Yellow speaker assembly). Board power (unless I'm completely brain-fogged here) ties in @ B+1.
2. B+ voltages: B1 389.3 / B2 337.4 / B3 249.9.
3. Voltage @ Rectifier pin 8: 389.3
4. V3 plate voltage: 389.2
5. V4 plate voltage: 372.2.
6. Resistance measurements after power off: V3/289.4 & V4/322.4 (measured B+1 to pin 3 each). I'm also curious what I'm looking for here w/regard to resistance and plate voltage(?)
7. Power tube cathode: 18 vs. expected-22.

From what I'm reading, the resistances are way too high(?) unless I'm doing that wrong somehow (?) in addition to the plate voltage issue. Do I have a OT wiring swap issue here? Is the power cathode lesser-rating involved?

Any help is MUCH appreciated. This site has taught me a lot...and a lot about what I still need to learn.

Because B+1 and other power tube anode have same voltage but other drop 20V there is something wrong. Power tube is bad or its wiring has fault and there is no anode current? Or OT has wiring fault or other OT primary has severe coil short?

Starting a new thread after four pages of really prompt polite focused help from some of the smartest guys on the forum?
