    If... this is actually 1897,
the original black and white one has been finely corrected via digitalization.

Looking at the row of buildings and such I wonder if this was in Russia.

This is brief breakdown of the film and the basics of the restoration.

Ah the first YouTube video shot by the Lumiere brothers.

Kinda interesting how mass perception is being distorted for a better vision of ‘truth’. I’m not opposed to Ted Turnering old footage, and this is some painstaking work, but speed correction was all it really needed. Thanks, Ken Burns :)

Lumieres were French. I doubted they went all that way for this. I don't know for sure but I bet it wad at their studio.

The second video shows exactly where it was shot (Lyon), yes behind the studio and plate factory. Click Here.

This is quite interesting. It is a French inventor that produced these very short films back in the late 1880s. Not sure what was done to this particular clip, but this is where film making began.

Algorithm code basically filled in frames to 'fill out' 4k, 60fps. Color profiled, and camera shake removed, along with most scratches and blowouts. Many of Lumiere's first films are treated and shown on the channel, the premise being the originals are also illusions of reality, so the virtual frames are justified to bring the viewer in for a more 'intimate' understanding of the past.
