A quick look over of the chassis everything looked ok , popped it back together. And it works

All ready ruled out the cable ,speaker, pre amp tubes, Thats the plan start at the volume pot chase the signal path

Did you look at mojotone ? They build out there kits 6g3 is like 1250. A little over your budget , shipping is going to be the problem
I don’t think it is possible to check ESR without lifting the grounds , I be suspect , I changed the cap can , it seems to have much better bass...
