    Are those resistors the artificial center tap for the heaters? If so, why not on the first tube socket? Is the point where the resistors connect to each other ground?

    Looks like he's connected to pin 8 which is cathode, which would be connected to ground once wiring is complete, and provide slight DC elevation if I understand correctly.
