I learned that one the hard way.
I don't care what kind of headlights anyone has. Even if they blind me for a moment, "It's only for a moment, then the moments gone." It is not like they are riding in reverse in front of me for my whole trip. This is kinda insignificant in the vast scheme of things. Just another thing to be critical of others about. Not to insult the OP or any one who agrees. I personally don't care about this stuff anymore.

That seems a bit silly. How is it even something to legislate? I used to walk over to my barber's home for a haircut. It was free too!

I recently bought a new Hyundai Santa Fe. I haven't bought a new car since 2012, and I've always been a basic feature kind of guy. But this time around we got a slightly better option package on the car. Boy howdy! these cars have more electronic gizmos than I'll ever use.
But in messing around with my lights, making sure I knew what all the buttons and switches do, I found that I can't have my fog lights on at the same time as my bright headlights. If I try to have them both on at the same time, it will toggle the other off (e.g. if brights are on and I turn on the fog lights, it turns the brights off).
I think this is a good thing. As I get older I have more of a night blindness and the oncoming headlights are getting to be more of a problem for me.
Speaking of barber rules and regs, in NY State only barbers can use straight razors but the girls at a unisex hair cutting place cannot.
Wonder why they don’t want women folk to handle a razor?

My sister was a licensed cosmetologist and she was not trained to use a straight razor while getting her degree.
A licensee barber is trained to use a straight razor.
And the gator has my grannie....
Sorry, but I don't want to be blinded at all when driving. Even if it's for "just a moment", that's a moment too long. That could be just long enough to not see that deer that wanders into the road or that pedestrian that isn't paying attention.

I think the answer would be yes, though they learn on the job. Barbers are trained for shears, clippers, and razors.
Comsetologist do not get the same level of Clipper and Razor training.
At least this is what my Sister would tell me when I complained about getting crappy haircuts at the chain places. She said most are not trained for clippers and razors in school, and I should go back to a barber shop for my hair cut.

Sounds good actually I've almost been wrecked by border patrol searchlights as I pass them. Having civilians use lights just to be a nuisance isn't good.
However sometimes too many laws becomes a nuisance too. I once had to have two different light bars for my tow truck. a blue and red set and a yellow set. It changed depending who called for the tow!
I read somewhere on the internet that there's a law in Florida that makes it illegal to fart in public after 6 PM on Thursdays. It's too bad, because that's when I do some of my best work.
