Another vote for the Yamaha THR10.
Should meet the OPs requirements perfectly.
Vox Mini3G2, 3 watts, nice clean tones, headphones outlet, good digital reverb, some amp models and onboard effects, works with battery or AC adapter, great battery life, decent volume for 3 watts. I love mine. Great travel amp.
Cheap to me = +/- $100 US. I vote for a used Vox, either a Pathfinder or an AD series. I've got an AD30VT. It's a great all-around amp with many usable tones. If you just want a clean platform, get a used Peavey Bandit.
One more vote for a FM25R. 10" speaker, spring Reverb, head phones out, stereo RCA plugs in, 3 way tone stack, 2 circuit input (clean/distorted). Simple and light and loud. Still own mine. I still see them locally for $50-60 ish.
The Pathfinder 15R would be my first choice. The Vox DA-5 is good. A Roland Micro Cube is good. The Fender Frontman 25 is a great clean amp (I bought one for my son).
What brands are available where you live? Knowing this would help a lot.
Roland Cubes 40 does the trick as my cheap practice amp. Decent cleans and the built in effects are fine for home use.
