You can't put HTML into a BBCODE TAG -- your attempts above are HTML inside BBCODE.

Also, you can't use Picassa as a photo host for linked photos in a forum.

Picassa requires an "authkey" and it doesn't permitt photos to be shared that way. You have to select a different photo host. You can use your Gallery space here -- it's free. Or you can simply attach your photos to any post. Click on the Paper Clip icon in the message box and upload the photos from your computer or even from other photo websites (I don't think Picassa will work though. You'd have to try it.)
