Well on the original one-piece maple necks you had to get the truss rod in somehow, so they covered it up with a piece of rosewood. I'm not sure why they still exist on guitars with separate fretboards.

Many American Fenders have the Bi-Flex truss rod. This truss rod is more easily installed from the back side of the neck even if the neck has a rosewood fretboard. In the following thread I explain various truss rods.
