When did CBS license foreign production?

General fender question. What year did CBS first start foreign production of guitars?

1982 was when the first Japanese Fenders showed up.

Tokai made some excellent Fender copies before that.

I don't believe CBS ever did - it was the new owners of Fender post-CBS. And 1982 it was, I believe, while they were creating the new factory.
