Truss rod issue

I have an issue with one of my guitars, and I want to hear your opinion on what to do about the matter. This is the case;

I've got 2 Tele's and a Strat (yeah, I know it's a Tele Forum) but this may as well be a Tele-problem since the issue is about the fretboard and the truss rod of a Fender AVRI and they're the same on both models. And I have a great confidence on your opinion, here at the Tele Forum, so don't throw me to the Strat-sharks, please!
Now then...
the guitar is an American Vintage '62 RI and I recently noticed that the truss rod no longer works as intended. I have no more options of adjusting the neck if I for instance would change to heavier strings. (I use .010-.046 on the Strat but I use .011-.052 on my Telecasters). To me it's kinda obvious that the truss has, for some reason, stopped working. Could be rust, for all I know. The neck is OK as it is, but there are no chance of straighten it anymore.

This axe is 10 years, and inside the case lies a nice little colorful note from You Know Who that claims "Lifetime Warranty" but one phone call clarified that it only applies in the United States.
Now I am facing some options and that's where you guys enters the stage: I want your best tip.

I could:

• Sell it and buy anything else. No, not in this life. I will fix it and keep her 'til the day I die
• Send the neck to the US (StewMac or any other experienced "rod fixer")? Quite expensive freight from Sweden and back!
• Buy, and install a new neck from a third party supplier – I have bought a wonderful neck from B.Hefner. I'm leaning towards this…
• Try to remove the rosewood fret board myself, and install a new rod? I presume I will have many a good advice from helpful friends…

OK, what would you do? Since You Know Who obviously won't fix it for free (Lifetime Warranty) I know this is gonna cost, but I'm kinda wailing what to do. And further more, these guitars are about $2.500 here so I wanna do what's best and cheapest in the long run.

My truss-rod is loosened all the way in order for the neck to be somewhat straight. So, at this point, the truss-rod is doing absolutely nothing ..but I don't mind, as long as it plays.

Could the OP explain why it is that he's convinced the trussrod is "not working"? Be careful in trying to elimnate relief by tightening the trussrod; if there's any real resistance then you should loosen the rod, clamp the neck to a workbench and use the clamps to straighten the neck, then use the trussrod to hold it where you want it. In other words don't use the trussrod to apply brute force to straighten the neck.

I'd have to say the obvious step is to find a luthier or guitar tech to take a look at it. We can point you to some great information on how to set up and care for your guitar, but diagnosis over the internet is worth what you paid for it.
