Ineffective Volume and Tone Controls

I just put all new electronics in an Affinity Tele. I replaced both 500k pots with 250k, used a .022 cap, put in a new 3-way, and installed Fender Original Vintage pups in both positions. The problem that I am having is that the vol and tone pots have very little effect on the output. I have triple-checked my wiring (wired just like a Hwy-1 per schematic on Fender site). The pups are 7.5 and 8.0. Pots ohm out at about 280k. Cap is good. I even jumpered in the old control set to test the response with the new pups and it works great.......What gives???

...Are yew sure yew got the outrigger tab on yer volume pot grounded?

Do you mean the tab that the cap is connected to?

is there any chance you got LINEAR taper pots instead of the more traditional AUDEO taper pots?
