help diagnose my P-90 symptoms please

need some help. i just installed an SD SP90-1 in the neck and an SP90-3 in the bridge of my Squier Custom II. I used this diagram from SD:

everything works as long as i have volume on 10. these are 500k fender pots with the .047 caps, btw.
So if i roll off the volume to 9 i drop volume ~75%. if i go lower i can forget about hearing anything. this is the same for neck, bridge, and both.

i may not be the neatest solderer, but i have worked on all my guitars for years and never been stumped before. What would cause this to happen?

(the custom originally came with the duncan designed pups that had a few more wires. when i first installed my new pups i just swapped out the old ones for the new ones - but got the same result.)

thanks for any help

-berto

as a slight aside (especially now that i fixed the issue) are the control cavities sprayed with a conductive paint? i was trouble-shooting my short-circuit problem and part of the jack must have been touching the inside of the cavity wall, because when one of the pots came into contact with the inside cavity the problem manifested itself again. just wondering...

Conductive paint is usually dark grey. Do you have a multimeter to test?
