Feel pretty sure Hank's guitar is tuned to open G much like Gregg's when he does this tune acoustically. I've always wanted to ask who did it first because I believe Hank's version came out before Gregg's solo version on Brothers of the Road DVD. Of course Gregg wrote the song.

the tricky part of that song is that I think it goes to the II7

so if memory serves in g it would be G-A7-C

then the chorus is just G and C

When I get some time I'll work it up if no one rings in.

Hey, here's something that I actually know someting about. In textbook music theory, what you call II7 is called V7/vi. The idea is that a dominant 7th chord is expected to go somewhere, namely its tonic a fourth above. In the key of G, that would be E minor or vi. When the chord that follows A7 in this example is C, then that is called a deceptive cadence. You think you are going to resolve to E minor (E G B), but instead you get C major (C E G). The tricky culprit is the note C. So, have a look at the tune and see what you think about the note C in that context. Not saying right or wrong, just offering another view of the A7 chord. In terms of voice-leading, is the pedal steel player putting these notes in hit top line: D C# C nat then B? I'm guessing that the next chord is G, which contains B as a member. If it is D followed by G, then the voice-leading would have you hold C over the D chord (as its 7th) before falling down to B when you hit the G chord. Just messing around.
