In the States and in the UK, the first one is Eb sus2 (or add9) (with the 5 in the bass, or Eb/Bb); the second one is a straight Bb major.
I lived in Germany for two years where they use H also. So I hear ya. We call H "B" and we call your B "Bb." Thus, you may call the second one "B."

B flat on the lower one.. half way between a A and a B chord...
and a sorta E flat on the top..halfway between D and E chords... my guess..

Thanks a ton for the quick answer, but I must say I'm more confused.. it "can be" 3 different things? :O I'm not so sure here. I basically need those chords for a standard tuned mandolin eventually. Do you know anything about mandolin playing?

The top voicing is classic Bob Weir of the Grateful Dead chord. I've always known it as a "2" chord (or a sus 2 as was described earlier by Scranton08). Go one fret up with that, add the open 6th string, and you are on the verge of many Dead-like space jams.
If you reference the 5th string as your center, then the chord is not quite major or minor. If you play lead to a looped chord progression with that voicing, you will see that it can be used for either. Both interesting and fun. I find dancing between major and minor a fun activity. I love that voicing to start to take a song "out of the box"....

The first chord (668866) is either an Ebsus2 or a Bbsus4.
Once you get past simple chords, chords are inherently ambiguous on their own -- they can be given different names based on their function, and what the bass player is doing.
