BBE Sonic Maximizer Repair?

I just got a non-working BBE Sonic Maximizer for practically nothing at a garage sale (the guy who sold it to me told me it wasn't working). I was hoping it would be an easy fix, but no dice. It lights up but there's no sound when an instrument is connected, except that when I turn either of the knobs I get a kind of swooshing or crackling noise.

Any experts know where I might begin troubleshooting? I haven't taken it apart yet other than removing the bottom and looking at the bottom of the circuit board which looks fine. If I can't fix it, no biggie--I can use it for parts, knobs, the metal case and so on. I have a multimeter.

So obvious I didn't think of it! I'll contact them. It's a $99 pedal I got for $3 so I'd be willing to invest something into fixing it.
