Another what effect is it

Can someone please tell me what kind of "spongeous" effect is that in the guitar fills during the verse of the "Never forget this song" from The Black Crowes?

I once heard someone get a very similar sound with a wah. Obviously, the rest of the rig and technique play a big role in getting that particular sound, but I think wah's the only modulation type effect on there.
