I googled this artist and I couldn't find anything that stated she was in Nashville.

I was just maing a point on how people like to say they recorded in Nashville when anyone can. Not really eluding to her in particular. The video just made the thought come to me. You're right anybody can make a record anywhere if they have the money. That was kinda my point.
