Effects Question

I'm having a problem. I never really use effects but i decided to buy a Boss Blues Driver BD-2 so that I don't have to buy a tube amp right away because I am broke. Anyways, How do you keep the volume from changing when you turn it on and get the the effect because if I tweak it to stay the same volume, when I turn it on, I can hardly tell the difference between on and off. Do I need a Volume Pedal or would that just make the same problem? Am I hopeless and just have to bite the bullet and accept the fact that it just isn't going to happen without pauseing to adjust the volume by hand.

what if you crank the drive all the way, then set volume?
