Too young to be Paul Burlison on that year.
He looks like Scotty but again too young for that year. I'll go with James Burton. That Tele (or Esquire) could only be 2-3 years old with the white pickguard.

![]() There is a sorta recent pic of JB. The reason those old original Fenders wore so easy on the fretboard is thats when they used all nitro not the poly undercoated stuff like they use today.

I definitely remember that song! I couldn't have told you who did it and wouldn't have known what he looked like. But even if it wasn't a big hit nationally, it did get a good bit of airplay in Houston at the time.
