This movie is absolutely hilarious and has enough one liners to last you a lifetime. I don't know why it wasn't a hit. I watch it with my wife severa times a year.

Scum (1979). British reform school drama. Brutal and excellent.
Bad Boys with Sean Penn from about '83. Similar vein.
I also liked Munich very much recently, though that was a big budget film and might not qualify.

Equilibrium Starring Christian Bale. Based on the book Fahrenheit 451. It was overshadowed by The Matrix, but I think it's just as good.
Red Cliff Watch the International Version. It's four hours long, but even at four hours it never seems like it's too much, in fact if anything you'll still want more. It's one of the best films I've ever seen.

I should add "Night Moves," starring Gene Hackman, and "Cisco Pike," starring Kris Kristofferson and Hackman. Neither is entirely satisfying (or as good as the two above), but they're both really good examples of languid '70s film noir.

I agree with Memento and Midnight Run. I'll add Hud, Badlands, Lost Highway... I'm sure I'll think of more.
