Custom Water slide decals.....where to buy?

Where is the best place to get custom water slide decals made?
How difficult is it to do it yourself and what do I need?

I did one using waterslide inkjet paper off ebay ($5 for 3 sheets) that came out perfectly (cuz I follow instructions).

Just remember you can't print white.....
