chords to Christ is Risen by Matt Maher

Ok...I'm watching this clip and I can't quite figure it out. I realize tht he's tuned a ½ step down, but what the heck is HE DOING at 1:19 to 1:25. I can get close but even if I enlarge to full screen, I'm still not getting it. Is it his tuning? Perhaps he's got other strings tuned differently and not all tuned a ½
step down.

Those chords are not what he is playing on the video.

It's tuned standard, 1/2 step flat. It's in G ( - 1/2 step = Gb)

What he's doing in the section you referred to is 3xxx3x to 3xx32. It's kind of the same thing as in the beginning of the song, but he takes his finger off the high E string in the later passage and leaves it planted at the F#/2nd fret in the beginning. I can show you in a video if you want.
