Electro harmonix small stone phaser

Mine is new, old stock, was on the shelve for 10 years. Lites up dont work, any ideas?

Does it work in bypass mode?

Yes, does it work in bypass or not pass any signal at all?

If it will pass signal, my first guess is the electrolytics are bad. Especially if it sat that long. Easy enough to replace them as a first step.
