Is there a way to use a .gif as an avatar?

I have a little pic (of my wife) like the one as my current avatar. The other one has one eye that blinks(kinda funny). Is there a way to use it as my avatar, I tried but it doesn't blink.

Animated Avatars (saved as animated gifs) are permitted. I don't know why yours isn't working for you.
