The seller is named Sourcenationdeals
Here is one: http://www.ebay.com/itm/Flamed-Maple-with-Maple-Fretboard-22-Frets-Strat-Neck-Fits-Fender-Stratocaster-/170857249228?pt=Guitar_Accessories&hash=item27c7e2b9cc
The seller says the necks are made in the U.S.
How is the quality on these?

This is what the seller said: "We make them here in PA. They are over productions from some of our custom orders."
Does anyone know who they are?

They are nice looking. And I'm in need of a neck for my Esquire build...

For 160 bucks they'd want to be OK. Build one your self, it's great fun and not hard.
For $160 you could build 3 or 4. JMHO DC

Telecaster headstock shape is a bit off (why are they photographed at an angle?) and the transition from neck to bottom back edge has that "sharp" CNC'd edge (again, the neck is photographed at an angle to minimize noticing this). Not a neck I'd buy.
