I found this at a yardsale here on post for 55 bucks. It's a Quest not sure what model anyway my question as you can see in the pics I have decided to refinish it. Is it normal for some paint not to come off completely it's as if some of the original finish seeped into the wood permantley. It was originaly black. The only problem I found was a wire had come undone from one of the pick ups the middle one but that easily fixed.

You might not be down to bare wood. They usually get a heavy coat of polyester sealer first followed by the color coat. That sealer coat can be very thick.

Yeah, you probably aren't down to bare wood yet. There's still the sealer coat. If you're doing a solid color finish, save yourself a lot of headache and apply the new finish over that sealer coat.

I tried a heat gun on a Strat I wanted to refinish to take the Poly finish off instead of sanding it it off which took me all day and made lots of dust...finish came RIGHT OFF and had it down to the wood and no scorching or burns ...perfect...40 mins....give it a try , you'll never sand a finish off again...also did a neck...came out perfect.
