Fret problem?

I just picked up this guitar, and am having some issues with the set-up. I was getting a pretty bad buzz on the G around the 10th fret. I loosened the truss rod about 1/3 a turn to bow the neck a bit more, but then ended up with a bad buzz in every string playing above the 12th fret. I took all the strings off again today, and took a closer look at the frets. From the 2nd to the 16th fret, the middle of the fret - pretty much exactly between the D & G strings - is significantly flattened, and appears to be filed that way. 17 - 21 are full frets, however. I'm going to assume they are the culprit in the buzz I'm getting above the 12th fret. I'm hoping against hope the frets aren't finished. Hopefully the picture will give enough detail to get some feedback from someone more fret savvy than myself.

Looks like a fret leveling and crowning job is in your future. I hope it's salvageable.

Yup. Fret level and then a pass with the crowning file. If you shop stewmac, be prepared to spend well over $100 just for the tools you need, unless you have them already. If that were my guitar, I would just order a package of fender pre cut/bent fret wire and install them. That would probably be the easiest/cost effective fix. I've even salvaged good frets off a busted neck and re-installed them on a new neck without having to level and crown, so I would assume you could get away with it using new, pre cut and bent frets.
