Which lug is the hot and which lug is the ground. I'm checking out a guitar for a friend of mine, and it has that weird problem where the hum gets LOUDER when I touch anything grounded. I saw in another thread that it could be the output wires are switched. I've never worked on a jack like this, and the switchcraft diaram didn't do me much good.
It very well could be a problem somewhere else. It's got a very odd electronics scheme.

Easy mistake to make.
Hold the jack (jill?:mrgreen:) sideways. Trace the tip connector back to its solder lug.
See how the ground lug is joined to the jack sleeve connection?

Sounds very likely to be the problem indeed. I'd swap the wires and see if that does the trick. That will probably fix it.

Is your barrel jack a mono or stereo jack? If it's mono, then the little tab in the center is the tip (hot) and the long dongle thingy is the sleeve (ground).
If you have a meter, you can easily check for continuity between the long dongle thing and the rest of the barrel, which will also be grounded.
In the #11 jack that Nick posted, you'll also see that one of the tabs is notched. That's the tip (hot)

It's a mono jack. The Ground is going to the "dongle thingy" (lol) and the hot's going to the small lug in the center. It seems like the jack is wired properly, so I'll start tracing it back from there. ugh...
