with limited funds, what would give me the best sound? An aftermarket power transformer change or an output transformer change in a fender deluxe reverb reissue or a fender hot rod deluxe. Any reply would be greatly appreciated

Considering only those two choices, an OT would. But it's hard to say that changing it will guarantee a result you like. What are you looking for? More head room? earlier break up? How about a different speaker?

Bill Kirchen has a sfdr with a bigger OT and the tubes changed to 6L6's and Bill Kirchen has the best sound in the world (IMHO).

I'll eat my hat if the power supply xfmr has any effect on the sound (assuming it's of adequate size, and not otherwise defective) - any perceived effect would be purely psychosomatic. The OT could in fact have an effect, albeit subtle. Changing the speaker will have a far greater effect.

OPT will make a much bigger difference than the PT. Much. As was pointed out, not as much as the speaker.
With "limited funds" I'd start with the speaker. Get decent power tubes in there and play swapsies with one or more better preamp tubes.

That means it's no longer a Deluxe Reverb circuit..Be more like a bandmaster or super..

I'm inclined to concur with willexi, in that, if we presume that there's nothing actually wrong with your transformers, there'll be little to gain from upgrades, and also that speakers are probably your best 'bang-for-buck' alternative.
There are tone of threads regarding the improvement/alteration of the HRDx, so get your search on and grab a beverage. If possible, read through the 'Holton' website--I'm pretty sure you'll find a link for that somewhere in the HRDx stream of consciousness.
