2 pack laquer finish

picked up a short scale tele neck for a project for my daughter on ebay very cheap £11.00!!
However someone has applied 2-pack( from advert description ) as a finish and its very poor, runs, bubbled, and feels sticky.

what to do next?
1. try to sand it back to a smooth finish ( there is a lot of it on there )
Q whats the best way to do this sandpaper, wet and dry, cabinate scaper?
2. remove it all and start again.
Q stripper, scaper, sandpaper

the neck is birds eye maple bookmatched fretboard, birdseye maple neck with a vaneer ( dark, not sure what) in between.
The headstock has a three place facing with a dark wood showing on top, really not sure i like it but cant tell uptill the finish is off or smooth.

I like "Micro-Mesh" for finishing up a neck. Doesn't take long.

My thoughts say if it feels sticky it may not be cured all the way yet. Were it my neck, I would strip it and start over. The runs and bubbles are a B**** to get out. Might as well get rid of them altogether, because you will most likely be down to bare wood trying to get rid of them anyway.
