Many forums are not protected and they aren't moderated so the spam gets spread around the globe very fast. Google indexes the spam links and this make the spam domains not only more successful but of great worth if the domain is sold. We throw in a questions that the "bot" doesn't understand. Hence the "Prove you're not a Spam bot" and the requirement to type the word "tele" in all lower case letters. Now, it's becoming more common for forums to do this, so many heads up spammers hire people for pennies a day in 3rd world countries to manually register at forums. Behind the scenes of running a forum its a never ending process of finding, removing and banning spammers from around the globe.
