I have a reverb tank from a fender princeton, how can i make a reverb console and would it be difficult?

The tank is the cheap, easy part, and old ones (to me, anyway) just sound worn out. New Accutronics tanks are under $30.

To get it to do anything is the same as building a small tube amp. Daunting to some, easy to others.

Here's the schematic for the old-school '60s Fender reverb unit. (http://schematicheaven.com/fenderamps/reverb_6g15_schem.pdf) It's a PDF.

It's very similar to a Champ in design, except that the power section doesn't drive a speaker - it drives the reverb tank.

There are solid-state designs as well. I just don't think they'd be as fun.

Of course, the same safety considerations apply to this as to building any tube amp. Make sure you're very confident that you can do this safely. That being said, I've been pointing out lately that there are serious dangers involved in everyday things like driving too, and we learn how to deal with them. Read up.
