Newbie has neck pain

Hey all,
I'm building my dreamcaster on the cheap with found or bartered parts. Sounds like a rough way to go I know but so far so good.

I have a neck from an '80's Bullet that I'd really like to use. I think it was made in Japan though I can't find a country of origin indicated. Its from the Bullet model that looked like a Strat/Tele love child. HHS P'ups, headstock like a Strat but square at the body end like a Tele. The neck looks great (well loved) Here are my issues/concerns.

#1 Mounting the neck on my Squier affinity body- The Bullet neck is about 3/16" thicker at the body end than the Affinity neck. This difference can be accomodated by raising the bridge saddles. Should I roll with it or modify the pocket in the body to lower the neck at the joint? The accuracy and precision required of this mod is a bit scary

#2 The neck is very straight, too straight. I've loosened the truss rod nut, strung it to pitch (with 10's) and let it set for 3 days but it doesn't take on any relief. I'll probably set it up to play with 12's and a medium high action. Will a set of 12's and a few more days be likely to bring it around? Suggestions?
