PM'ing for commercial purposes

If it is obvious that a member is a skilled luthier or tech, is it okay to PM them about having some work done?

I'd tend to think that:

1) Any communication via PM is private, and therefore your business and not subject to the rules applicable to the public forums. The exception would be spam (uninvited sales pitches) or otherwise abusive communications.

2) Even if I'm wrong about the above, you aren't trying to SELL anything, you're looking to buy either goods or services.

Note that I'm not the Sheriff, only a Deputy, so Paul will undoubtedly correct me if I got any of that wrong!
