he uses the effects loop. So he tells me. I haven't perused it yet. What should we look for? It has the pot adjustments for the effects in and out. Thankyou in advance.

Grounding problem?

Jumper the FX loop in/out jacks with a guitar cord and nothing else. See if the fuse still blows. If not, there's a problem with your external FX toys.
